ARSENIA R. JOAQUIN was born on June 7, 1945 in Camiling, Tarlac, Philippines. She is a degree holder of Bachelor of Science in Criminology from the Philippine College of Criminology in Manila. She was a third year law student (law proper) at the Manuel L. Quezon University in Manila (she did not finish Bachelor of Laws degree). She rendered 20 years of government service, her last position was Inspector of the National Police Commission. She was automatically separated from the government service when she filed her Certificate of Candidacy for the Batasang Pambansa as Assemblyman in 1984. She also became a blocktimer broadcaster in 3 radio stations.
She was baptized into Christ on October 1, 1989 and became a member of the Church of Christ. She was able to learn Bible Greek and now a translator of the Holy Bible from Greek. She has translated and published some books which follows:
